PIM SelectionThe independent guide to choosing a PIM

SaaS vs on-premise vs private cloud PIM: control, cost and residency

SaaS, private cloud and on-premise PIM differ on five criteria: control, upgrades, cost profile, data residency and customisation. SaaS offers continuous upgrades and low run cost with less control over timing. On-premise offers maximum control and customisation with your own upgrades and hosting cost. Private cloud sits between them. Choose per criterion, weighted by your priorities.

How do SaaS, private cloud and on-premise PIM differ?

SaaS, private cloud and on-premise PIM differ on five criteria: control, upgrades, cost profile, data residency and customisation. No model wins on all five. The PIM architecture pillar treats hosting as one decision in the target architecture.

Criterion SaaS (multi-tenant) Private cloud (dedicated instance) On-premise (own data centre)
Control Vendor controls infrastructure and release timing Shared control; timing often negotiable Full control
Upgrades Continuous, included in subscription Planned, often with vendor or partner Your own upgrade projects
Cost profile Subscription; low run cost Subscription or licence plus hosting fee Licence, infrastructure, staff and upgrade projects
Data residency Vendor's regions and sub-processors Region chosen per instance Your own location
Customisation Configuration and extensions within limits Wider, depending on vendor Widest, with upgrade risk

In PIMvendors selections, most new projects favour SaaS. Private cloud and on-premise remain relevant for specific control, residency or customisation needs.

When does a SaaS PIM fit best?

A SaaS PIM fits best when the organisation wants current software without upgrade projects. Continuous releases bring new features and fixes as part of the subscription. Run cost stays low because the vendor operates the platform.

SaaS fits these situations:

  • The IT team is small or focused on ERP and commerce.
  • The data model fits within the vendor's configuration options.
  • Integrations run through APIs, connectors or an iPaaS.
  • The business wants predictable annual cost.

SaaS also has limits. Release timing is set by the vendor, so regression testing of integrations must keep pace. Deep customisation is restricted to extension points the vendor supports. Check the release calendar and the extension model during the demos.

When does on-premise or private cloud still make sense?

On-premise or private cloud still makes sense when control, residency or customisation outweigh upgrade effort. Some organisations require product data on their own infrastructure. Others need custom logic that multi-tenant SaaS cannot host.

Typical reasons include:

  1. Group IT policy requiring own hosting for core systems.
  2. Integration with on-premise systems that cannot be exposed to the internet.
  3. Heavy customisation of data model, workflow or user interface.
  4. An open-source platform the organisation already develops on.

Open-source licences need a check here. Pimcore moved its Community Edition from GPLv3 to the Pimcore Open Core License with Platform Version 2025.1. Self-hosting does not remove licence terms from the business case.

The cost of these models sits in run costs and internal time. Price upgrades, hosting, monitoring and security patching for five years in the PIM total cost of ownership guide.

How does the hosting model change the five-year cost?

The hosting model moves cost between the subscription, run costs and internal team time. It hardly changes the largest one-off lines: data migration, data model design and integration. Compare hosting options on the full five-year total.

Cost line SaaS Private cloud On-premise
Licence or subscription Annual subscription Subscription or licence, often higher than multi-tenant Licence plus maintenance fee
Hosting and infrastructure Included Dedicated hosting fee Own servers, storage, backup
Upgrades Included; regression testing remains yours Planned projects, partly included Full upgrade projects
Internal IT time Integration and monitoring Integration, monitoring, release planning Operations, security patching, upgrades

Enter each option in the PIM TCO calculator with its own run cost and internal time. The difference between options often sits in years three to five, when on-premise upgrade projects arrive.

Where is product data stored in a SaaS PIM?

Product data in a SaaS PIM is stored in the vendor's chosen hosting regions, with backups and logs possibly elsewhere. Ask for the full picture before shortlisting. Residency covers production data, backups, logs, support access and sub-processors.

Product data is mostly non-personal, which eases residency questions. User accounts, supplier contacts and some workflow comments are personal data. Those need a data processing agreement and an answer on transfers outside the EU.

Get five answers in writing from every SaaS vendor:

  • Hosting regions for production and backups.
  • Sub-processors with access to data and their locations.
  • Location of support staff with production access.
  • Certifications and the latest penetration test summary.
  • Export formats and timelines on contract end.

How does the EU Data Act change the exit question?

The EU Data Act makes exit from a cloud service a contractual right with defined timelines. Its switching provisions apply from 12 September 2025. Cloud switching charges are prohibited from 12 January 2027.

Under the Data Act, a customer can start a switch with notice of up to two months. A transition period of up to 30 days follows. That period can be extended to seven months if the provider justifies technical infeasibility.

For PIM selection, that shifts attention from exit fees to exit quality. Ask how product data, data model, workflows and asset relations are exported. Ask which formats are used and what assistance is included. Test an export of one product family during the proof of concept. Put the answers in the contract as part of the PIM contract checklist.

Which hosting requirements belong in the PIM RFP?

Hosting requirements belong in the platform domain of the RFP, written as testable statements. PIMvendors uses four requirement domains, and Platform and vendor (PL) holds hosting, security and exit.

Write requirements such as:

  1. Production and backup data hosted in the EU, with named regions.
  2. Release notes published in advance, with a sandbox for regression tests.
  3. Documented export of all product data, data model and relations in open formats.
  4. Defined support hours and response times for critical incidents.

The platform requirements guide covers the full domain. The composable commerce guide adds API and event requirements for headless stacks.

Choose the hosting model on your upgrade capacity. If your team cannot run a PIM upgrade every year, on-premise will slowly fall behind.

Frequently asked questions

Is a SaaS PIM secure enough for product data?

A SaaS PIM can meet strict security requirements, but you must check the evidence. Ask for certifications, penetration test summaries, hosting locations, sub-processors and incident procedures. Product data is mostly non-personal, while user accounts and supplier contacts are personal data. Compare the vendor's evidence with your own IT security policy before shortlisting.

Can a SaaS PIM be hosted in the EU?

Many SaaS PIM vendors offer EU hosting, often with a choice of region. Ask where production data, backups, logs and support access are located. Ask which sub-processors have access and from which countries. Data residency covers more than the primary database, so get the full list in the contract or data processing agreement.

What is a private cloud PIM?

A private cloud PIM runs as a dedicated instance for one customer, hosted by the vendor, a partner or a cloud provider. It offers more control over release timing and configuration than multi-tenant SaaS. It usually costs more to run, and upgrades still need planning. It suits organisations with specific security, integration or customisation needs.

Does the EU Data Act make leaving a SaaS PIM easier?

The EU Data Act makes switching between cloud services easier. Its switching provisions apply from 12 September 2025, and switching charges are prohibited from 12 January 2027. Customers can start a switch with up to two months' notice. Check how each PIM vendor applies these rules, including export formats and assistance.
