PPWR: definition and role in PIM

PPWR is an EU regulation that sets requirements for packaging design, recyclability, recycled content, labelling and waste reduction across the EU.

In PIM practice, PPWR turns packaging composition, materials, weights and labelling into required product data. According to the European Commission, the PPWR applies across the EU from 12 August 2026. A harmonised labelling system follows from August 2028 at the earliest, and recyclability and recycled content requirements apply from 2030.

Illustrative example: a food manufacturer adds packaging attributes per packaging level, such as material type, weight and recyclability class, to its PIM. Each GTIN in the packaging hierarchy carries its own values and an owner in the packaging team.

In a selection, PPWR affects the data model and supplier onboarding. Buyers should test packaging hierarchies, attributes per packaging component and reporting across the range. Packaging data often comes from suppliers, so validation and supplier templates matter. Owners in packaging and procurement need named responsibility for these attributes.
