PPWR and packaging data: what the regulation requires
PPWR, the Packaging and Packaging Waste Regulation (EU) 2025/40, applies from 12 August 2026 to all packaging placed on the EU market. It requires component-level material, substance and PFAS data, conformity documentation per packaging type and, from August 2028 at the earliest, a harmonised sorting label. Most companies need a packaging entity in their PIM to hold this data.
What does PPWR require from product data?
PPWR requires every company placing packaging on the EU market to know, document and communicate what each packaging component is made of. That makes packaging a data domain in its own right, alongside the product it contains. The product data compliance pillar explains why this shifts product data from a marketing asset to a legal obligation.
Regulation (EU) 2025/40 replaced Directive 94/62/EC and entered into force on 11 February 2025. It applies directly in every Member State from 12 August 2026, so national variations shrink.
Three requirement types matter for product data:
- Sustainability requirements on substances, PFAS in food-contact packaging, recyclability, recycled content, minimisation and reuse. Most apply on 12 August 2026 or from 2030.
- Labelling requirements, with a harmonised sorting label and QR code from August 2028 at the earliest.
- Conformity requirements, with technical documentation and an EU declaration of conformity per packaging type.
Article 15 places the core duty on manufacturers. They may only place packaging on the market that conforms to the requirements in or under Articles 5 to 12. A manufacturer can only show that conformity with structured data per packaging type, linked to evidence.
Which packaging attributes does PPWR require?
PPWR implies a packaging record with roughly a dozen attribute groups, most of which sit at component level. The table lists them with units and the typical source in PIMvendors engagements.
| Attribute | Unit or format | Legal basis | Applies from | Typical source |
|---|---|---|---|---|
| Packaging components per SKU (primary, secondary, tertiary, e-commerce) | List of linked records | Scope, Articles 5 to 12 | 12 August 2026 | Packaging engineering, PIM |
| Material per component | Material code, weight in g | Articles 5 to 12 | 12 August 2026 | Supplier declaration |
| Lead, cadmium, mercury, hexavalent chromium | Sum in mg/kg | Article 5 | 12 August 2026 | Supplier test report |
| PFAS status for food-contact packaging | Yes or no, test reference | Article 5(5) | 12 August 2026 | Supplier test report |
| Substances of concern | Substance name, CAS number | Article 5 | 12 August 2026 | Supplier declaration |
| Manufacturer identification | Name, trade name or mark, postal and electronic address | Article 15 | 12 August 2026 | ERP, PIM parties |
| EU declaration of conformity and technical documentation | Document reference, version | Article 15 | 12 August 2026 | Quality system, DMS |
| Reusable packaging flag | Yes or no, reuse system reference | Article 11 | 12 August 2026 | Packaging engineering |
| Recyclability performance grade | Grade A to C | Recyclability provisions | 2030, after delegated acts | Supplier, assessment |
| Recycled content of plastic packaging | Percent per component | Article 7 | 1 January 2030 | Supplier declaration |
| Empty space ratio (grouped, transport, e-commerce) | Percent | Minimisation provisions | 2030 | Packaging engineering |
| Harmonised sorting label and QR content | Label code, URL | Article 12 | 12 August 2028 at the earliest | PIM, DAM |
Two attributes cause most effort in PIMvendors selections: material per component and evidence references. Both need supplier input, so supplier onboarding templates and validation rules are part of PPWR readiness.
PPWR dates: which are fixed and which depend on implementing acts?
The 12 August 2026 application date is fixed and has passed; the labelling and 2030 dates still depend on Commission acts. The list below shows each milestone with its certainty and source.
- PPWR enters into force
Regulation (EU) 2025/40 entered into force after publication in the Official Journal on 22 January 2025.
- PPWR general application
Substance limits, PFAS limits for food-contact packaging, conformity assessment and manufacturer obligations apply.
- Labelling implementing acts due
Article 12(6) deadline for the Commission's labelling implementing acts; trade press reported them unpublished on 28 August 2026.
- Harmonised packaging label
Sorting label applies from 12 August 2028 or 24 months after the implementing acts enter into force, whichever is later.
- Reusable packaging label
Reusable packaging label applies from 12 February 2029 or 30 months after its implementing act enters into force, whichever is later.
- Recycled content and recyclability
First recycled content minimums for plastic packaging, design-for-recycling grades, 50 percent empty space cap and Annex V format bans; methodology acts still pending.
- Higher recycled content targets
Second tier of recycled content minimums and reuse targets for plastic and transport packaging.
The labelling timeline needs the most attention. Article 12(6) required the Commission to adopt implementing acts by 12 August 2026. Trade press reported on 28 August 2026 that they had not been published. The harmonised label applies from 12 August 2028 or 24 months after those acts enter into force, whichever is later.
Plan your data model for the label now and treat the go-live date as moving. The attributes behind the label, such as material composition per component, are needed from 12 August 2026 anyway.
For planning, group the dates into three tiers. Tier one, 12 August 2026, needs substance, PFAS and conformity data now. Tier two, 2028 to 2029, needs label content and QR targets. Tier three, 2030 and later, needs recycled content and recyclability grades per component.
How should a PIM model packaging for PPWR?
A PIM should model packaging as a separate entity with components, linked to products through a many-to-many relationship. One packaging type serves many SKUs, and one SKU can ship in several packaging configurations.
The model that works in PIMvendors engagements has four levels:
- Packaging type, such as "folding box 200 x 150 x 80 mm", with conformity documents.
- Components, such as box, window film, insert, with material and weight.
- Evidence, such as test reports and supplier declarations, linked to the component or type.
- Product links, with the packaging level: sales, grouped, transport or e-commerce.
This structure lets one change to a component update every affected SKU. It also lets the PIM generate EPR reports per Member State from the same data.
Supplier data is the bottleneck. Use structured onboarding templates with mandatory fields, units and controlled material lists. The supplier data onboarding page covers template design. For the wider sustainability data that ESPR adds on top of packaging, see the ESPR page.
How do you test PPWR readiness in a PIM selection?
Test PPWR readiness with a scenario on your own packaging data. PIMvendors' scenario method gives each shortlisted vendor the same packaging sample and the same tasks.
A useful PPWR scenario covers five steps:
- Import a supplier packaging declaration with three components and their materials.
- Link the packaging type to 20 SKUs in two languages.
- Block publication when the PFAS test reference is missing on a food-contact component.
- Update one component's weight and show every affected SKU.
- Export the data needed for an EPR report in one Member State.
Score each step on effort, validation and audit trail. Vendors that need custom development for steps 2 or 4 will struggle with the 2030 requirements, where recycled content per component becomes reportable.
The packaging compliance selection pattern shows how a PPWR-driven PIM selection typically unfolds.
PPWR is the first regulation where most of our clients discover they have no packaging data model at all. Model packaging as its own entity with components and weights before you look at a single PIM demo.
Frequently asked questions
Does PPWR apply to e-commerce shipping boxes?
Yes. PPWR covers sales, grouped, transport and e-commerce packaging of every material. E-commerce shipping packaging falls under the same substance, conformity and later empty space requirements as other packaging. For product data teams, this means shipping packaging needs its own records with components and weights, linked to the products or order types that use it.
Has PPWR been postponed?
The general application date of 12 August 2026 has not been postponed. The labelling implementing acts, due by 12 August 2026, were reported unpublished on 28 August 2026. Because the harmonised label applies 24 months after those acts at the earliest, delay in the acts pushes the label date beyond 12 August 2028.
What is Article 15 of PPWR?
Article 15 of PPWR sets the obligations of manufacturers. It states that manufacturers may only place on the market packaging that conforms to the requirements in or under Articles 5 to 12. In practice, that covers substances, recyclability, recycled content, minimisation, reuse and labelling, backed by technical documentation and an EU declaration of conformity.
Can PPWR data live in ERP instead of a PIM?
ERP can hold packaging weights for EPR reporting, and some companies start there. ERP rarely models packaging components, materials per component, substance evidence and translated label content with approval workflow. When packaging data must also reach web shops, retailers and data pools, a PIM or a dedicated packaging data module usually becomes the system of record.
When do PPWR recycled content targets apply?
The first recycled content minimums for plastic packaging apply from 1 January 2030, with higher targets from 1 January 2040. The calculation and verification methodology depends on Commission implementing acts. Product data teams should start collecting recycled content per component from suppliers now, so baseline data exists before the targets bite.
