What product data does PPWR require?

PPWR requires packaging data per packaging component: materials, substances of concern, recyclability grade, recycled content for plastic packaging, and the evidence behind the EU declaration of conformity. It applies generally from 12 August 2026, with harmonised material labelling from 12 August 2028 at the earliest and recyclability and recycled-content minimums from 1 January 2030.

PPWR, Regulation (EU) 2025/40, turns packaging data into a legal obligation for every company that places packaged products on the EU market. It applies generally from 12 August 2026, and later obligations phase in until 2040.

The data a PIM or packaging master needs to hold falls into four groups:

  • Composition: packaging components, materials and their share per component.
  • Substances: restricted substances, including PFAS limits for food-contact packaging from 12 August 2026.
  • Performance: a recyclability performance grade of at least C from 1 January 2030, and minimum recycled content for plastic packaging from the same date.
  • Evidence and labelling: technical documentation and the EU declaration of conformity from 12 August 2026, kept for 5 years (single-use) or 10 years (reusable). Harmonised material labels follow from 12 August 2028, or 24 months after the labelling implementing acts enter into force if that is later.

PPWR data sits at packaging component level, so the product data model needs a packaging hierarchy linked to each sellable item. In PIMvendors selections, that model is designed before any vendor demo. AI output stays out of this data set as a source of truth, because compliance data is where AI remains unreliable.
